A dog owner from Wales has become the first person to get hit with a fine for use of an electronic shock collar device. Just read this story.

I dont think he should just have a fine.
He should have to wear the dam collar.

No mention of whether he was banned from keeping a dog for any length of time. i think he should have been.

and yet...

So it obviously wasn't working, was it??
