Could you try leaving a water bowl outside?
My dogs used to love drinking out of a watering can that I used to leave outside ready to wash the yard down after they had a pee. They would often ignore the water bowl inside and woof to go out and drink out of the watering can!!!

I don't know if this would work but when bella was alive I use to cup my hands in the water bowl and she use to drink from them, she also use to drink out of the spout of the watering can just like Kita's above.

You could boil some chicken in water and see if he'd drink the broth.
