As long as you are careful, I don't think it matters! Just like with any head collar, avoid jarring the head and you should be okay! Ozzie had his at 6 ish months.

I have never thought about it, but I wouldnt think that there is an age limit either way, because it is an all in one and will fit the smallest of heads
