Tail Chasing

Hi
I was wondering if anyone has any advice on how to stop, Max my 13 month old shepherd from chasing his tail when he let of the lead.
He doesnt to do it when he has his ball to play with, only when he is let off the lead to run free.

when we first got zeus he chased his tail constantly(may have been something to be with being locked in one room all day), we tried ignoring, distracting but the only thing that helped was to squirt him with some water- he stopped after a few days but is now water obsessed! lol
