Has there been much socialising done? If not start a distance away maybe find a park where there are lots of people but keep your distance and play with your pup with a toy do some training with treats! when comfortable move closer do it gradually over days! Only move closer when your pup is showing no fear! Once you can get close enough get some people to walk by drop a treat don't look or talk to your dog! Don't fuss your dog if it whimpers , barks, only treat when quiet!
When on lead once your pup is getting confident walk through busy places ignoring any noise treat when quiet! Let him see people mean no harm give them treats to drop or give the dog! Show your puppy every walk of life and keep socialising every day! Goodluck!

Is your pup food or toy motivated? Have you tried distracting him when there's things around that he may fear?

Have you begun teaching him the 'watch' command? This is a great way for getting him to look at you and not what may be scaring him.

Ask people to not stare at him and throw treats down as Catriona has said, make new things exciting and not scary...definitely don't let people stroke him until he's comfy.

As for the pulling you need to work on your heel work with him, again use tasty treats to keep him at your side and praise him every time he does what you want him to do, make like it's the best thing he's ever done
