Its difficult to see what part of your arm it is, but I think it looks more like your wrist,...so it wouldnt be that you had your lead around there and some wee rascal of a dog was pulling a bit hard

I had something similar a few years ago, the doctor gave me some cream for it and it soon cleared up!!!!! Remy also went racing off after rabbits in the woods one day and I forgot to let go before hitting the brambles. Soon learned my lesson

Well I don't think a dog did it, so something happened while with the dog, looks like bramble scratches OR MAYBE dog sharp paw nails
