Do you find it oddly embarrassing?
When your dog is in the act of doing his/her toilet - and you are standing nearby with poo-bag at the ready - dog is taking their time - not a quickie! LOL - and people pass by!
I always feel awkward, not wanting to actually look at the dog, but seems daft trying to act as though I am suddenly interested in a butterfly or a tree that is nearby! LOL. Or even smiling and saying "Hello" to the people equally feels funny, under the circumstances that the dog is in the process of eliminating! - More so, if it is in an obvious location at the time! 
Hope I have explained this properly..... (think I might carry a book in future to suddenly start reading if in this situation)!

I know just what you mean but the ones who should really be embarrassed are the ones that stand and ignore their pooping dog and then walk off without picking up the poop, pretending that they were not aware that the dog had pooped! Really gets my goat and I have been known to approach such people and say "I'm sorry but I think you have forgotten something" and even offer a poo bag. Now that really embarrasses them!

Heather, relieved it is not just me that feels this funny awkwardness!
Jude, sometimes you can even tell that the folk are deliberately 'not noticing'!
(I sometimes pick up pine cones and carry them in a poo-bag - It took me a while to realise why I was getting odd looks, while I was poking about in the poo-bag checking the sizes of the pine cones)! LOL

Bruin, empty some chocolate raisins into a poo-bag to snack on. Guaranteed odd looks there!

I used to feel awkward, but to be honest I've done it for so many dogs now that it doesn't bother me any more!
Anyway, Dempsey always takes his time!

I must admit, I dont mind,..in fact I would go as far as to say I feel quiet good about it all,...simply because [ I am hopeing ] that people see me as being responsible,..I always make it very clear that I have a bag
