For us (Wood Green Animal Shelters) it is more to do with the specific dogs needs. We go out and home check, fosterers fill out a detailed questionnaire and we have a chat about lifestyle, work hours, other pets and family members etc. If passed as a foster we then pair up the fosters facilities, lifestyle and experience to specific dogs. Our foster circle is growing and is fantastic, people take on other peoples pets while they are unable to care for them due to many reasons such as domestic abuse, hospitalisation, house fires etc so they don't have to lose a treasured family member but also fosterers take some of our shelter dogs who are either in whelp, get kennel stress or need a bit more TLC and assessing. We are also now doing a scheme called paws to doors where the animal needing a home can stay with it's current owner and we pair them up with people who come in to the shelter. Again, this scheme is mainly for animals that won't cope in a kennel enviroment. No doubt many rescues have different rules etc but I would think most of the time it would be animal specific.
