Not since the 80’s, I think most regarded it as just another tax because the money wasn’t used to benefit dogs or responsible owners.

We have dog licences, numerous laws about keeping them under control etc, dog wardens, special rules for breeders and soon compulsary microchipping.
But you know there are, and still will be, even with compulsory microchipping, far too many abandoned and mis treated dogs. a
