Should Rottweilers be banned

I voted no, but if the gov make laws like the DDA then why don't they enforce them? You still see banned dogs around with tattooed rain dead owners? Why???? They are banned so why are they still around? I think the gov will do whatever ets them the most votes at election time and not actually care about which dogs get banned or even their welfare. Some form or regulation should be in place and enforced, and no I dont have all the answers but surely the owners suitability and animals welfare must be considered. You can't drive a truck without learning how to drive it, why can we assume we have the knowledge to look after any breed of dog in our family home without some form of learning and training regarding the breed?
