Hello and welcome to the forum,... you are needing to start at the begining with the recall training,.. your dog [ what is her name? ] needs to be placed on a long lead, and probably taken somewhere where you are not likely to meet another dog.
Is she food orientated or toy orientated?, which ever it is do the recall and either reward with a treat of a brief play with the toy when she returns,.. make your voice high pitched and excited.
If you get to the stage where the recall is good on the long lead, look for somewhere that is large and enclosed,.. maybe something like a tenise court, and try the same thing off lead, dont go from one stage to the other untill you have the first well embedded.
When you get to this stage, you are ready to try where there are other dog,.. remember that you need to make yourself much more interesting than the other dog,..so you really need good tasty treats or the best toy in the world [ and keep that toy just for walks],...and you need to practice your high pitched squeaky, excited voice to encourage her to want to be back at your side.
Also try to anticipate her movements, as soon as she spots a dog get in there first with a distraction [ treat or toy] divert her attention,.. it is a lot harder to stop a dog once it is in chase mode

`Attack on command`,... well you certainly do need to go back to the very begining, and treat Lady as a pup,..one step at a time.
Your third photo shows promise though, she is hanging back from the other dog, that is good,... what happens as she gets closer, I know she is on a lead, but would she walk by the other dog alright, or would she try to do anything?,...I am assuming not, otherwise she would be hard to hold for such a young girl [ who is leading her ]

hi there and welcome
my dog dose this hun he never used to but no he dose the little bugger lol what we are going to work on is the come command u could give it a try, do this in the house first with some thing heshe really likes, chicken is a gud one or cheese, first sit with the dog make sure u got his attention get some one to help try and pull his attention and every time the dog turns call him/he then treat when he looks at u repeat this alto lol them try in the back garden on the lead first, just do like u were when u were in the house but may be introduce a toy in the mix then after a while let the dog off. let it start sniffing and getting doggy like and call if he/she comes treat, it quite simple then when u try this out side make sure u are confident about ur dog trust him/her DO NOT LET OFF LEAD..... as u are walkin keep his attention every time he/she lookes like there interested in some thing and if u she another dog put in to the sit do some obenance like watch me, paw the lot if the dog attention goes on the dog get its attention back with treat or body blocking, sit ur dog try not to get anxious only give a command once or again if need dont repeat like name name sit sit no no just calmly say ''name whats this mmm'', then treat wen the dog looks at u its will need alot of training but until u no ur dog will come DO NOT LET OFF LEAD if ur dog bites it normal the over dog that creates uneasiness thus the attack there nothing wrong with u never lettin ur dog off just get an extended lead remember treat treat praise praise mabe get a trainer would help just to give u advice about the aggression part i can truly comment about aggression as my dog is a big puff lol

A dog will not get PTS for attacking another dog
Correct me if im wrong but dog on dog attacks are not the same as dog on human.
