I am all for any laws that will promote resonsible dog ownership but I can't help but think that this law will again only apply to law abiding people and who would monitor this???
I am seeing more and more "kids" walking around my area with staffs, Akitas and Rotties as status dogs, it makes me sick as these are all great breeds being handled in the wrong way and who pays the price...the dog!! I can't see these going to classes etc can you?

Know exactly what you mean, i see it here too Young teen was walking about with a Rottie, well i say walking But he had it on a cheap flimsy extendable lead, which would just to say hold a yorkshire terrier was not strong enough for the power this rottie had, a big thing it was.
Anyhow it litrally pulled this lad on his backside trying to get at rocky, Now i dont like rotties as a breed as it is, its just me i dont trust them i know they can be cracking dogs in the right hands but how often is that these days?
Really annoyed me, he shouldnt have a dog of that power on a long leesh when he has that little control over it.
and theres your effect on other dogs instantly, i distrust Rotties even more now and whenever i see one i call Rocky him to me.

Can you imagine people's response when they meet Ben, a 2yr GSD from next door (bigggggg Boy!) being walked by an 8yr boy. Ben is gentle but he could still react to circumstances around him.
I can cope with Staffys and rotties etc. My problem is with the little yappy, snappy terriers! The blighters know I'm scared and go for me and my furbabies even more!!!

I think the idea is good but aggree that it will probably be a law for law obiding dog owners, what would happen to those dogs that we're owned by people who hadn't passed the test?

(regards pitbulls)
of course theres the underground but police do have more powers since the intervention

I thought you might like to see the laws in Brisbane Cats and dogs - Brisbane City Council
We have to register our dogs, apply for a permit if you have more than two (as I had to in order to have Harry) and your dog has to be microchipped.
They are also now making us register cats (the link to this doesn't work as the state government introduced the law but the council haven't worked out whether it will apply to existing owners).
It hasn't stopped unwanted animals ending up in the pound and being PTS because all of us responsible owners abide by the law and those that don't...well as I said there are still thousands of unwanted animals PTS each year.
On the plus side at least they are trying to do something and you don't see (in my area anyway) "status" dogs. You can tell by most people's reactions to my 3 that there isn't the same hysteria about larger breeds and I know you can't import certain breeds such as pitbulls into Australia.
Your dog has to have his registration tag on his collar. Breeders have to apply for permits.
The registration fees go to the upkeep and maintenance of the dog walking areas.
I think the concept is good but the reality is the good people abide by the laws and the others don't.

As you say - at least something is being done, but it sadly doesn't stop the pounds etc.
I honestly think there was more control when dogs had to be licensed in this country, but as others have said.... how would it be policed now... and there are many who would be outside the law.... could be reported, but what priority would the police give ???

I think in order for dog licences to work they need dog wardens to be in and around the parks, then they could ask if you have the required license and you would have to show it to prove responsible ownership. However what would worry me is if they then took the dogs off these people without licenses the dog pays the price again and what's stopping these people getting another dog

The new laws that come into force this February, can be said to favour only the responsible owners and still allow the others who dont care to get away with murder,..and to some degree I agree with that.
.... but I see it as a good thing, because responsible owners will do the test, and be able to show that they have,.. while the others will not be able to do that, this means that the folk who are responsible are seen to be just that, and not roped into the same group as `bloody dog owners`,..if these laws can change public opinion and alienate the BAD dog owners, then it may well shame at least some of them into doing the test
