On one internet site where breeders advertise their "wares" there is a warning by the RSPCA to prospective pet owners on buying a puppy
1) help stamp out the cruel practice of puppy farming by buying your pup only from a licensed breeder
2) Don't be tempted by adverts offering lots of different breeds for sale - this is a tactic sometimes used by dealers selling pups bought from unlicensed breeders
AND
3) ....you may be supporting the illegal and cruel practice of puppy farming.
Judging by a remark made by Claire Lawson at the All Party Animal Wefare group at the Welsh Assembly, it just goes to show that where the RSPCA is concerned the right hand is entirely ignorant of what the left hand is doing
At the All Party Animal Welfare meeting at the Welsh Assembly in October 07, Claire Lawson of the RSPCA made the following comment in response to a question on unlicensed breeders. I am sure you will be delighted with her remarks. have forwarded this to Dogs Today and Dog World.

Warned that there were many myths and urban legends about unlicensed breeding and that these stories were usually without foundation.
Criticised the dog magazines for spreading unsubstantiated stories.
Said that the RSPCA can only act when it receives complaints
